Black laws and black agencies of army and police in Kashmir obstruct peace. Every army camp officer is a dictator in Kashmir- Farooq Rehmani

Islamabad 05,May-2011:The Chairman Jammu and Kashmir People’s Freedom League has said that the army, police and their agencies have cultivated deep vested interests in fomenting trouble in Jammu and Kashmir; perpetuating killings, and arrests of the Kashmiris for money and rank; without which they can’t fill their pockets with illegal money. For every release of a person from jail they collect money and after some time the unlucky man is rearrested for his uncommitted sins. He said without ending terror, torture and death of the Kashmiris, the people would not see the light of its resolution.
While expressing grave concern over the continued detention of Muhammad Rafeeq Ganai and over 51 party workers and sympathizers, whose health was deteriorating for want of proper medical facilities, he said many workers of the PFL and their relatives were facing victimization by the army authorities and their agents. Citing the example of the party’s Chief Organizer Altaf Khan (ailing leader) he said he received threats to his life on phone frequently from the local army unit and his parents were scared. He said every camp officer and major was acting as a dictator in the locality—summoning political workers and common men to the camp to make illegal demands. Anybody not abiding by his dictates was forced to live a life of hell.
He said in the valley and in the Muslim belt of Jammu there was no concept of civilized governance, as army and the special police authority was not accountable at any level. State sponsored terrorism in every form and manifestation was hovering over heads of the people. He urged upon the UN and other world human rights bodies to initiate serious efforts for undoing law of jungle and grip of inhuman regime in Jammu and Kashmir by forcing India to abrogate all draconian laws, to pull back army, to release all detenus, and to end rule of secret agencies, that were responsible for corruption and human rights violations in the State.
